On July 26, 2018 the SCC approved the 5.3 mile Hybrid Route transmission line and substation project along I-66 (overhead 2.2 miles, underground 3.1 miles).
Construction of the project is estimated to begin in the summer of 2019, with completion estimated TBD, but the SCC mandates that it must be constructed and in-service by December 31, 2021. See Dominion’s Haymarket project file for details: https://www.dominionenergy.com/haymarket
